PROPOSED EIGHT-HOURS DAY. LONDON, February 14. Mt W. Thorne, Labour member for West Ham, backed by nine Labour members, will introduce a bill to restrict the hours of labour to eight daily in all trades and industries, with a penalty of not less than' £100 for each offence.
