♦ LONDON, February 12. Lord Elcho, presiding at the London County Council, remarked that the Commonwealth could have the Strand site for its offices at the same proportionate price a? Victoria had paid for a site for her offices. The committee had done everything to meet the Commonwealth, but there had been no serious advance on the offer made. He concluded, therefore, that the Commonwealth was not serious in the matter. Though the committee would not close the door, it was no longer felt that it should keep other people who were anxious to negotiate from doing so.
