INTERNATIONAL ARBITRATION
NEW YORK, February 11. Mr Root (Secretary of State) and M. Jusserand (the French Ambassador at Washington) have signed a projected treaty agreeing to arbitration on any issue arising between FraVice and; America. February 13. The projected treaty which has been signed by Mr Root (Secretary of State) and M. Jusseraud (French Ambassador at Washington), and which provides for arbitration on any issue arising between France and America, resembles those which France has concluded with Britain and other countr ; es. LONDON, February 16. Reuter reports that the negotiations for a treaty of arbitration between Great Britain and the \7nrted States aie making satisfactory piogress.
