SPEECH BY MR BALFOUR.
LONDON, January 30. Mr Balfour, in the House of Commons, made sympathetic reference to Sir H. Campbell-Bannerman's absence, and paid a tribute to the late Sir J. £. Walton. - He feared the absence of safeguards to British trade in Persia, and also for the protection of women and children in the New Hebrides. He feared the length of the Government's bills implied a limitless Uise of the closure. If, however, minorities must suffer, it was the duty of a good Administration, to see that others did not suffer. In Ireland cattle were being driven and shot in the legs, and the couriers boycotted/so that they were unable to live or to be buried. Mr Birrell had recently almost suggested founding on his failure to maintain law and order in Ireland a case for his forthcoming Home Bule resolution. Such a thing was utterly repugnant to the best feelings of our countrymen.
