SPEECH FROM THE THRONE.
LONDON, January 30. The Speech from the Throne also stated that Great Britain had made further proposals to Turkey and the Powers for dealing effectually with the principal clauses of the agreement with reference to the disturbance in Macedonia. It was hoped that the negotiations now proceeding between the sovereign Congo State and the Belgian Government would secure a humane administration in accordance with the spirit of the Berlin Act. It mentioned hopefully the negotiations to refer the Newfoundland fisheries question to The Hague Tribunal. The recent difficulty respecting Japanese immigration to Canada had been eettled on terms agreed upon between the respective Governments, and reference was made to the relief measures that had been introduced in India. In connection with the financial arrangements for the year, proposals wSuld be introduced making better provision for old age. Legislation with that object in view would be submitted.
