THE EXCHANGE OF PRISONERS. PRETENDER HOLDS INTERIOR. FRANCE'S POLICY DEBATED. PREPARING FOR SIR H. MACLEAN'S RELEASE. MOROCCO, January 22. Mulai Hafid has been proclaimed Sultan in the holy city of Wazan. The prisoners for whose release Raizuli Stipulated before libenatang Kaid MacLean have left Fez for TangieT. The great feature of the debate was' the dramatic intervention of M. Delcasse vi justification of his policy. He made a stirring protest against the hesitations and timidities prompting M. Jaures. and his followers- to .demand the- abandonment of the European mandate to Morocco.
