HUTT COUNTY COUNCIL.
MONTHLY MEETING. The ordinary monthly meeting of the above Council was held at Wellington yesterday, rrcsent: Crs. H. D. Atkinson (chairman), A. I. Mackay, J. Whiteman, H. Foley, W. I. Limbrick, and A. K. Edwards. Correspondence. Correspondouco was read and dealt with as follows: — From Makara County Council, stating a conference in regard to the proposed Health Inspector's levy was being held on the 11th hist., and asked that the Council elect a representative. —The Chairman was appointed. From Odlin and Co., stating they were erecting several house at Palmer Crescent (Heretaunga) and in conse- , rmence asked that a footpath be formed. They were willing to donate £lO towards the cost.—The Chairman said the Council should have had the footpaths done when the subdivision was made, and he hoped in the future the j Council would not be so lax.—Cr. j AVhiteman moved that the matter be left to himself and the Inspector, to repur! to the Council. This wan seconded bv Cr. Limbrick, and carried.
From J. Stellin, requesting permission for the issue of building permits to sections of a subdivision, which, at a later date, would be submitted for Council's approval. —Decided to .grant the request if possible. From D. D. Hyde, protesting against being included in tho Kaumati Drain; age special rating area, and stating he would receive no benefit from inclusion --Decided to alter the boundaries, if possible, provided that Mr Hyde bore all costs of alterations. . From W. Mowbray, requesting the Council to metal Arawa Koad, Eaumati. Decided to reply that the Council could not comply with the request. Allowance for Roadman. Cr. Limbrick considered D. Galloway uas entitled to a horse-shoeing allowance, but if allowed in his case other roadmen would naturally expect similar treatment. Galloway had to ride, he said, fourteen miles to work and he considered that he was entitled to about £•"» per year horse allowance. He moved that the application be granted. The Inspector spoke in support, and added that Galloway was a most con-j seientious worker.
Cr. AVhiteman said if the allowance was granted others would make requests of a like nature. He pointed out that other men were in a similar position to Galloway and if one request was granted others could reasonably expect it. The men were getting 13s wet and dry, and the. extra expense would amount to about £OO.
Cr. Mackay favored the application but considered a man with a bicycle was also entitled to consideration. Cr. Foley said the question was an open one but he had to agree with Cr. Whiteman, especially concerning requests from riders of cycles. Galloway, however, used his horso and cart for carrying pipes, etc., and £5 extra per year would be cheaper than securing conveyances. Horse and bicycle, he'::aid, were different altogether, and if the Cr. for the Riding favored the grant of £5 he would not oppose it.
The Chairman supported the giant of £5, and said they should not expect a man to find a horse and cart to carry their pipes, while for bicycle riders he felt in favor of granting them something also. Cr, Limbrick said u workmen were i;ot treated properly the Council could not expect them to do their work thoroughly. Cr. Whiteman considered there were men in a worse position than Galloway. The application was granted.
Inspector's Report? The Inspector (Mr J. W. Cudby) reported: During the month the grader had been worked at Mungaroa, while road formation had been carried out at ♦he Plimmerton extension. The Hutt. river 'threatened to do damage by breaking through Section 91, and he suggested something be done. Repairs to the west road, south of Paraparaumu, were in hand but slow progress being made, only two carts being employed. As soon as tho motor lorry was in working order he would expedite the work. The carts would be used for short haulage and the lorry on the longer runs. —Adopted.
Deputation. Messrs Kirk and Hyde (Baumati) waited on the Council and asked for a refund of £53 4s for work done on Matai Eoad. The amount was considered by the Council to be excessive, and after discussion it was decided to allow the syndicate one 2-horse team for 14 days. 3:encl§r, Accented."
The tender "of Messrs Mitchell and King was accepted for the construction of'the following bridges: Pakuratahi (£2409 5s 10d), Stokes' Valley (£925 3s 3d), and Millers' Creek (£432 5s 7d). ; There were seven tenderers. Pinance Committee |s Eeport. "We'beg to report that a meeting of . the Finance Committee of this Council was held on Wednesday, the 4th October, when the following matters were considered. The Committee respectfully submit for your consideration the recommendations as hereunder: . Sinking Fund—Antecedent Liability. —lt is recommended that a sinking ' fund of 1 per cent, be established in respect of the Antecedent Liability | Loan, 1922, and that the instalments j be made payable on the first of January and the first of July in each and every year during the currency of the foan. .-•. '■' Paraparaurau Cemetery.—ln view oi the Under-Secretary's:'letter it is a recommendation that the Council appoint a local manager, that the matter of arranging of detail be referred to Cr. ?£acka.y. .
Hiro Motor Lorry.—ln reference to the Council's claim for £9O in respeet of hire of" motor lorry by the Racing Club it was recommended that the Council accept £7O in full settlement of any claim of any kind in respect of the motor lorry. Rate Collection. —It is a recommendation that the Council pass the resolution imposing the 10 per cent, penalty charge in terms of 'The Rating Act, and that a final notice be sent to ratepayers intimating the Council '» intention to. sue for all outstanding rates at Novem- ( bcr 30th. Banging.—lt is a recommendation that G. G. Griffith be appointed ranger ' to assist the present rangers at a sal- | ary of 23s per week, payable monthly, I this arrangement to be terminated by j one month's notice on either side.
Coronation Hall, Paremata. —It is recommended that the Council adhere to its former resolution in respect to the management of this hall and that •so soon as the school committee is elected that four members of the said committee be appointed as a BoaTd of Advisors to the Council, and that failing this being amicably settled that other arrangements be made by the Council. Report adopted.
