From Public Works Department, stating that pipes, gelignite, etc., which, has been used in the improvement of tho Paekakariki Hill, were now on the site and could be purchased by tho Council if it so desired.—Left to the engineer. I From Public Works Department stating that the Stokes' Valley and Paekakariki bridges were unsafe and needed re-building.—Received. From Health Department recommending that improvements be effected at dwellings mentioned at Day's Bay and Taita.—Attended to. From Valuation Department asking that an assessor for .the Assessment Court for re-valuation purposes be apI xiointad. —Mr H. E. Leighton to act. From Manawatu County Council drawing attention to accidents caused . by drivers'of motor cars, etc., and asking to be supported in a resolution for magistrates to levy fines up to £IOO. — To "be supported. From Waimairi County Council re legislation to be introduced for hospital boards to borrow money and to be subsidised by the Government. —To be supported. From Counties' Association asking for a room for office purposes.—De- i '; cided to reply that there was no room available. i' From Inspector Lerwill reporting cases of diphtheria and influenza in various parts of the county.—Kecoived. | From Paekakariki Ratepayers' As- [ sociation asking for better lighting facilities, and also that treeplanting be done. —Left to Cr. Howell to attend to. From Peter Beckett, desiring a loan , of £2OO for the making of new drains at Kauinati.—Necessary steps to be taken. i From Bank of New Zealand stating that the rate of interest in f uture would be 6 per cent.—Received. From Miss Warmington (assistant clerk) asking for an increase of wage;. —lds extra weekly to be given. A motion giving Messrs McVilly, Carter and Field permission to lease a portion of the road at Lowry Bay at £l, instead of £5 per annum, was lost. Inspector's Report. The inspector (Mr J. W. Cudby) reported that during the month Phillips' road and bridge had been inspected, and the cost of putting in pipes, etc., estimated af £25. This he could not recommend, as there was a danger from the river. A largo slip had occurred on the Western Hutt road, and caused inconvenience for some days, while a portion of the Akatarawa bridge needed renewing at an estimated cost of £43. About 103 chains of Ngarara settlement roads had been formed, and the Crown Lands Commissioner asked that that portion be metalled before further formation works were proceeded with. He had advised the Public Works officer* that the amount placed on the estimates for the Monganui road appeared under the heading of Horowhenua grants-in-aid, therefore the amount was not availablo for expenditure by this Council until re-voted. Plans, etc., for Moonshino-Uppcr Hutt road work had been submitted for approval to the Department, but the necessary authority to proceed with the work had not yet been obtained. Metalling had been done between Paremata and Pahaut tanui, and other minor works attended ,to. ; In answer to Cr. Howell the inspector said the crusher would be in the \ Horokiwi Riding for two or three ' weeks longer. Cr. Howell replied that his roads were in very bad order and I that something would soon have to be done. The Paekakariki Hill, in place?, he said, was bad, while there were a number of slips on the new work. The Government had done the work in a slip-shod manner, but still the roads ■i\eie now under the jurisdiction of the I Council, and therefore that body would have to attend to the matter. He understood in places that temporary attention was needed at once. i The report was adopted. Ranger's Report. The ranger reported that during the month he nad seized 27 head of stock, and had had four court cases. As sub-Inspector he stated there v*as a person at the Hutt who had built without a permit. Cr. Howell suggested that court action should be taken, while Cr. Welch said that the man (Willis) was only building a porch and did not know he was breaking the by-law. !• Cr. Howell suggested giving him I warning by sueing—considering that 4 ( was the only way to educate some f people. Half the houses in the counrv he said, were being built without permits, and if was not good enough, or , even fair to the inspector.
