According to Representative Johnson, the chairman of the House Immigration Committee, thousands of Russian Radicals are now in Japan awaiting the lifting of the wartime regulations regarding passports, in order to flock to the United States. The House Foreign Relations Committee is shortly to begin its hearings, with the idea of continuing wartime regulations against the Bolsheviks and other radical', until an effective immigration law is enacted. Mr Lansing, who will testify before the committee, approves of this step. Washington, October G. ' •The “World’s” Tokio correspondent states that the Japanese military partv is seeking to control Siberia from Lake Baikal to Vladivostock, as a result of intrigues and quarrels among different Russian factions. The Omsk Government has been compelled to grant Japan unlimited concession*. Japan controls most of the valuable rights of all Asia, most of which have been obtained since the beginning of the war. Siberia can be saved for the Russians only through the support of Koltchk, and if the United States does not support Koltchk. then it knowingly yielding the Siberian field to the .Japanese militarist. The “Times” Pekin correspondent states that Paul Samuel Reinsch, an American diplomatist, ha> been appointed Counsellor to the Chinese Government at an annual salary of 20.000 dollars.
