To the Editor. Sir,—A meeting was called for Wednesday night for the purpose of forming a Ratepayers' Association, but was sparsely attended. Those present did not include the "croakers" who, at various meetings, have made strong points of condemning the Town Board and otherwise "throwing off" at the town. Why didn't they come along and air their views, and.not wait to do so at what may be termed private gatherings.'—Yours,
