THE GERMAN SHIPS
PROCEEDING TO ENGLAND. SPARTACUSIANS’ CUNNING MOVE London, March 27. Thirty-eight German ships have- left German ports for Liverpool under British control. The larger ships will be used to repatriate Australian and American troops. Five large German steamers have ar-rived-at Cowes, Americans ape taking the places, of the German crows. The Spartaeusians arc successfully spreading the movement among the German sailors against the manning of foodships. They declare that if no food from the Entente arrives the German Government will be forced to negotiate with the Russian Bolsheviks in order to obtain food from Russia. Two steamers remain in Hamburg for lack of sufficient crows,
