A SECRET TREATY. BETWEEN BRITAIN AND JAPAN. Washington, Jan. 28. The disclosure of a secret- treaty between Britain and Japan, allotting the Marshall and Caroline Islands to Japan has surprised American, opinion. ft is understood that President "Wilson intends to make a counter, proposal for the interna tionalisation of all the Pacific colonies.
