BLACK CAP MAY GO
JUDGES OPPOSED TO- RITUAL LONDON, May 2.—Changes in the death sentence formula are being considered. Some of tile judges are in favour of doing away with the blackcap. All are opposed to the ritual being carried out when there is no intention the sentence being executed.
