Lord Stanhope, in an article, in the journal, Horne and Empire. Lord Stanhope adds that the British naval expansion programme is equalled by that of no other Power, and it is on a scale unprecedented in peacetime. Tiie programme provides for an average of moiie than one ship a week, he goes on. including seven battleships. 21 cruisers, 29 destroyers, 25 submarines, and five aircraft-carriers, giving the fleet a total of 440 vessels. Four of the seven battleships will lie launched this year.
