RUSSIANS PANIC BUYING Rec 8 p.m. WASHINGTON, Dec. 9. The panic buying which began in Moscow last week is now subsiding, State Department sources stated today The department’s advices from Moscow say the change is apparently due to the failure of the rumoured devaluation of the'rouble to materialise on December 5, which was the date when the Government was expected to announce an issue of new currency at a devalued rate and to adjust rationing procedures.
