CONTROLLING VOICE

UNITED STATES GOVERNMENT ANGLO-AMERICAN ZONE OF GERMANY . Rec. 8 p.m. WASHINGTON Dec. 9. The United States in future will have the controlling voice in the economic and financial policies oi “Bizonia” (the Anglo-American zone of Germay) under a tentative agreement reached with Britain on the revision of the Anglo-American merger scheme. This was revealed to-day by the Secretary of the Army, Mr Kenneth Royall, who told the Senate Appropriations Committee that the voting power in deciding these policies will be in proportion to each country s contribution to the overall budget. Since the United States is to assume all Britain’s dollar obligations in Germany at the start of 1948, amounting to over 200.000,000 dollars, she will thus have the controlling voice. The tentative agreement provides that if Britain disagrees with any policy she can appeal to the top bizonal authority though she can in no case over-rule the United States wishes.
