CAREER DIPLOMAT

AMERICAN MINISTER TO NEW ZEALAND P.A. WELLINGTON, Dec. 9. Mr Robert McGregor Scotten, who has been nominated by President Truman as the United States Minister to New Zealand, is a career diplomat with wide experience both in Europe and South America. He has' been Ambassador at Dominica, Costa Rica and Ecuador. Of late he has been on special and temporary detail within the State Department. No information is available at the Legation in Wellington when he is likely to arrive in New Zealand.
