COMMUNIST LOSSES
ELECTIONS IN FINLAND Rec. 9 p.m- LONDON, Dec. 8. The final returns of the Finnish provincial municipal elections show that the Communists suffered considerable losses, reports the British United Press correspondent in Helsinki. The results were: Conservatives and Liberals, 536 seats (a gain of 28); Social Democi-ats, 269 seats (a gain of 27); Communists, 203 seats (a loss of 31).
