FAR-EASTERN AID

AMERICAN QUESTIONNAIRE* ESSENTIAL REQUIREMENTS Rec. 11 p.m. MANILA, Dec. 2. The United States proposed to-day that the Far Eastern Economic Commission should ask the Asiatic nations needing help to determine: First, their exact food requirements and their domestic production: secondly, if there was a shortage, how much of the shortage could be met by expanding production and improving distribution: thirdly, the steps necessary to prevent hoarding .and ensure fair consumption at reasonable prices; fourthly, the measures necessary to expand exports to create, foreign exchange for buying abroad; and, fifthly, their precise monetary and fiscal status. It is understood that the proposal is part of a United States plan which will soon be introduced to restrict financial aid to self-liquidating projects making permanent additions to the real wealth of borrowing countries. The United States delegation issued a statement: “We may present the plans as plain as an old shoe which lacks the glamorous ideas of the Russian delegation, but our intention is to do the best we can to put the world back in working order again. The only way to do this is through sound planning, which many countries may not like, but which is best for us and for them in the long run.”
