SIAMESE DELEGATION LEAVES MEETING MANILA, Nov. 27. Siam's delegation to the United Nations Economic Commission for Asia and the Far East walked out in a huff from yesterday's meeting at Baguio, even though the session gave belated approval at the seating of representatives of the new Government. The approval, however, carried a proviso that the action did not imply diplomatic recognition of the new. coup d’etat Government. India sponsored an application by the Indonesian Republic for associate nonvoting membership in the commission. The United States delegate opposed this as not being in accord with the rules of procedure. A Russian diplomatic group headed by a Minister was en route to Bangkok to open a Soviet legation, said Boonma Wongswan, who is an official of Siam's Ministry of Finance and alternative delegate to the Baguio conference.
