SOVIET NOTE TO PERSIA OIL CONCESSIONS QUESTION Rec. 8 p.m. TEHERAN, Nov. 24. The Persian Cabinet, after discussing the Soviet Note, in which Russia warned Persia of the “grave consequences which may follow rejection of the proposed Soviet oil agreement,” made a reply refuting the* five main points of the Note. One point refuted is the Soviet accusation of “blatant discrimination against the Soviet Union in view of the still existing British oil concession in South Persia.” The Persian Cabinet’s reply insists that the South Persian concession was granted when Persia was without a constitution, and there was, therefore, no possibility of consulting the Persian people.
