DEADLOCK REACHED
UNIVERSAL AIR RIGHTS CONFERENCE UNACCEPTABLE PROPOSAL Rec. 8 p.m. GENEVA, Nov. 24. The 39-nation conference seeking a universal treaty on air rights reached a deadlock when the British and United States delegations announced they were unable to accept a proposal which the conference adopted by a narrow margin yesterday. Britain and the United States claimed that the proposal, which provided that countries on long-distance routes could refuse airlines permission to pick up and put down intermediate passengers, would severely handicap long-distance airlines. The conference adopted the proposal on a sudden rally of small air powers, including Australia,. New Zealand, India, and Canada.
