TREATMENT OF REFUSING NATIONS SUBMISSION BY BOMBING Rec. 8 p.m. WASHINGTON, Nov. 23. Mr George H. Earle, former United States Minister to Austria and Bulgaria, sent a letter to the Secretary of State, Mr George Marshall, urging the United States to propose to the United Nations that any nation refusing inspection by the United Nations for atomic or bacteriological weapons be bombed until it submitted. Mr Earle based his proposal on his fear that Russia might produce an atomic bomb and announce that it was occupying all Europe.
