FOREIGN MINISTERS’ DEPUTIES Rec. 11.50 p.m. LONDON, Nov. 23. The Foreign Ministers’ deputies ended their meetings to-night. Reuter’s diplomatic correspondent says that they spent 19 hours arguing, not about the agenda for the Big Four meeting on November 25, but how the deputies should inform their principals that they cannot agree on the agenda. Each deputy will report to his own Foreign Minister on the disagreement. It was an unfortunate prelude to the meeting of the Big Four, who will have to spend a long time deciding the’ items they will discuss.
