POWERS FOR CEYLON

RESPONSIBLE STATUS WITHIN COMMONWEALTH Rec. 9 p.m. LONDON, Nov. 14. The Colonial Office announced that following the completion of agreements on defence, external affairs and public service, a Bill had been introduced in Parliament conferring responsible status on Ceylon within the British Commonwealth. The Bill gives Ceylon unrestricted powers of legislation on all matters. The present Ceylon Cabinet, which was ' formed under Mr D. S. Senanayake, has control over internal affairs. The new Bill abolishes the power of the governor to reserve Bills for the King’s pleasure, abolishes the powers of the King to make laws for Ceylon’s defence and external relations.
