APPROVED BY PARENT BODY SOVIET BOYCOTT REITERATED Rec. 11.30 p.m. NEW YORK, Nov. 14 The United Nations General Assembly to-night approved the proposal for “ Little Assembly,” by 41 votes to 6 with six abstentions. The Soviet group opposed and the Arab state abstained. The Little Assembly will be composed of all 57 United Nations members who wish to participate and will act as a continuing committee for tackling world problem's when the General Assembly itself is not meeting. Mr Andrei Vyshinsky in an hour-long speech, which Sir Hartley Shawcross (Britain) called “a dialectical nightmare,” reiterated the Soviet’s refusal to participate in the proposed Little Assembly. He said there was no doubt that it was being constituted to replace the Security Council. Dr H. V. Evatt (Australia) denied that the Little Assembly would be the tool of any Power. He was supported by Sir Hartley Shawcross, who said that he was not appealing again for Soviet co-operation. “ The only response I get is to.be called a boaconstrictor. I feel more like a hippopotamus.”
