TO THE ELECTORS OF OAMARU: Ladies and Gentlemen, Many difficult matters will have to be determined by the Next Mayor and Councillors and, it elected, I would aim to give effect to: 1. Sound civic administration, especially in regard to finance. 2. Speeding up of Town Maintenance with modern machinery to overtake wartime arrears, in particular the re-surfacing of main highways in the Borough. 3. Continuance of overhaul of water reticulation and race renovations and increased water supplies for the outlying areas of the Borough. 4. Opening up of further areas for housing, and continuance of the pleasant relations existing between the Council and the Housing Department. 5. A further attempt of a housing scheme if costs permit. 6. Facilitating the final stages for taking over and advancing the institution of the Municipal Library. 7. Further develop the Community Centre, incorporating the War Memorial and other civic amenities. 8. Continuing the improvements of the parks and reserves, especially children’s playgrounds, with the fullest support to Friendly Bay. 9. Promoting further extension of the Borough boundaries, especially to the North at least to Abattoir road, by carefully zoned areas. 10. Further considering the provision of storm drainage around the Borough. 11. Providing, when materials are available, suitable shelters for bus passengers. 12. Encouragement of industrial expansion and creation of new industries. Brieflly, having served the community for 165 years continuously as a Councillor (95 years as Chairman of the Finance Committee) and for the last 65 years as Deputy Mayor, I now place myself in your hands for election as your Mayor, if you think me fit and worthy. I have been Chairman of the Waitak'i Power Board and the Cemetery Trustees for some time past, besides serving on many bodies such as the Progress League, Heritage, Aerodrome Committee and Community Centre Committee. I am an Oamaruvian, and proud of it, and have always taken a keen interest in the progress and development of Oamaru and North Otago. Yours faithfully, A. R. TAIT. CALLING ALL RATEPAYERS! ! ! Water Supply, etc., etc., will pay their Fair Share of the Rate burden. These Sections receive these benefits. It is only fair they should Pay for them! By making these Sections Pav more and by levelling up the glaring anomalies that exist all over the'Town under the present Rating System, the Rates on the Majority of Homes must come down. 2. .YOU WILL NOT BE PENALISED EVERY TIME YOU IMPROVE YOUR PROPERTY. 3. IMPROVED VALUE RATING ENCOURAGES IMPROVEMENT. 4. UNIMPROVED VALUE RATING ENCOURAGES THE BUILDING OF GOOD HOMES. It Cheapens Building Sites by being a direct deduction from the land value, and by discouraging the holding of land from the market, and thus producing an artificial scarcity of building sections. The speculator who holds empty sections will have to pay his fair share of the Rates. 8. UNIMPROVED VALUE RATING ENCOURAGES IMPROVEMENT. It allows industries to be established and expand. Industries are not penalised by a heavy Rate Burden. More industries mean more wages. More wages mean more money spent in our shops. This Means Progress! 0. UNIMPROVED VALUE RATING IS JUST, EQUITABLE AND FAIR. All who receive the benefits of Borough Enterprise, and that includes all the empty sections, as well as your home, pay their fair share. The principle is that those who receive the benefits should pay for those benefits. YOU VOTE FOR A FAIR RATING SYSTEM: YOU VOTE FOR PROGRESS . YOU VOTE FOR JUSTICE!
