AID QUALIFICATIONS
AMERICAN MANUFACTURERS’ PROPOSALS
Re.c. 9.30 p.m. NEW YORK, Nov. 10 The National Association of Manufacturers recommend to President Truman to-day that European nations be required to meet 14 conditions to qualify for aid under the Marshall The conditions include:—First, no further nationalisation of industries or any other projects which destroy or impair private and competitive enterprise; secondly, an agreement to modify and eventually eliminate price controls and other restrictions over production and distribution; thirdly, the enforcement of adequate measures to assure maximum production; fourthly, to provide American businessmen abroad with at least as good treatment as the recipient nations accord their own nationals, and permit inspections by business agents and the press without fear of discrimination or punishment. The association pledged its cooperation in any programme finally adopted by Congress.
