THE GERMAN EDICTS GRAND DUCHESS’S PROTEST WASHINGTON. Sept. 18. (Received Sept. 19, at 10 p.m.) The Luxemburg Legation has made public the Grand Duchess's protest against Germany’s arbitrary measures in Luxemburg, charging that the German authorities’ administrative acts have revealed their true intentions. She has protested against the prohibition of the French language and the abolition of the Constitution.
