“A PANIC MEASURE”
BLACKOUTS CRITICISED CAUSE OF MANY DEATHS LONDON, Feb. 16. The authorities have almost completely ignored the two kinds of strength for which Britons are eminent —courageous endurance and capacity for reasonable compromise.”
