PROPOSED REDUCTION OF QUOTAS. (Press Association— Bj Telegraph—Copyright.) WASHINGTON, January 9. President Coolidge has sent a report to the Senate advocating an annual reduction of 11,126 immigrants after January 7, basing the quotas of national origin on the immigrants resident in 1926, instead of 1890. The new system would give the Irish Free State 31,862 instead of 28,567, and Britain and Northern Ireland 73,039 instead of 34,007,
