CONSTITUTIONAL REFORM. PreM Association— By Telegraph— Copyright ROME, May 6. The commission appointed to draw up a scheme of constitutional reform recommends that the right® of the Crown should not be altered, including the declaration of war and the conclusion of peace. If the Government were defeated an appeal shall be made to the Senate, and at times of extreme crisis the Chamber and the Senate shall confer upon the work of the Ministry. The Chamber shall consist of 600 deputies, half elected by the territorial divisions, and ■ the other half by the technical corporations, commerce, industry and agriculture. The King shall continue to nominate the Senate. —A, and N.Z. Cable.
