MR TAFTS BOWDLERISATION. REDUCING AMERICAN OBLIGATIONS. WASHINGTON, July 24 (delayed). (Received July 30, at 0.35 a.m.) Ex-president Tait, who formerly advocated unreserved ratification of the League of Nations covenant, now suggests six reservations. On two ■ years 1 notice the United States could cease to be- a member of the league without the league passing an opinion on whether the United S'tates had fulfilled _ ito covenant obligations. Self-governing* colonies and dominions should not be represented on the League Council simultaneously with the Mother Government. The council's functions under Article 10 should be advisory only, each member being free to determine on the question of declaring war in its own way. _ Immigration, tariff, and domestic questions should not be left to the league for settlement. The Monroe doctrine snould be reserved for administration by the United States. The United States should reserve the right to withdraw from the league unconditionally at the end of 10 years, or at least terminate its obligations—A. and N.Z. Cable.
