PAPAL EFFORT IN 1917. how rr was met. PARIS, July 28. , (Received July 29, at 7.45 p.m.) M. Ribot, interviewed, stated that the Pope at the beginning of August, 1917, submitted proposals as a basis for overtures to Germany v which Britain and France declined, Britain declaring that the proposals did not contain sufficient guarantees regarding Belgium. The Vatican telegraphed to Germany this reply, and suggcsted. tho commencement of conversations regarding the matter. Britain put an end to the movement immediately. Hcrr Erzberger's statement was a distortion of the truth. M. Ribot added that he advised Britain not to allow herself to be drawn in'to conversations.—A. and N.Z. Cable.
