WOMEN'S DISABILITIES.
PROPOSED REMOVAL.
LONDON, July 22. (Received July 23, at 10.20 p.m.) In the House of Lords Lord Birkenhead movu! tho second reading of the Sex Disqualification Removal Bifl, which removes the obstacles to the appointment of women to the_ civil service, and enables peeresses iii their own right to sit in the House of Lords. Tile Bill does not touch the franchise, but it fulfils the promise given prior to tho Government defeat, mentioned in a message on July 4.—A. and N.Z. Cable.
Tho message ieferred to stated that the Government was defeated on the third reading of the Women's Emancipation Bill, providing that women shall not be disqualified by reason of sex or marriage from holding any. office in the State; also that women have tho samo franchise as men. It was a private member's Bill, and passed the second reading by ICO votes to 85. ® W. Aston pointed out that it would add five million voters to the register. There was mild excitement in the lobbies over the Government defeat, which was due to the Labour vote. The Bill would doubtless have been amended in the House of Lords.
