The New York Times YVashingtori correspondent, says that the State Department learns that the Japanese Government has decided to adopt a more liberal policy in Korea, .-nd lie adds that the Federal Council of the Christian Chi-rches of America has received a cablegram from Premier Hara saying that the Japanese administration in Korea needs substantial modification.—A. and N.Z.
