(Received Oct. 11, at 9.36 a.m.) The Times castigates the Remount Department for being ignorant of the sources of supply, and too self-satisfied to seek information, in that it silently ignored the offer of the military attache in Washington. The paper adds that compared; with the whitewashing of the commissioners' report Dr Pangloss was a whining pessimist.
