VOLUNTARY ENLISTMENT

The Kaiser, while believing that the English system of voluntary enlistment would be unworkable in Germany, lias directed experts to prepare a report as to its applicability to Germany. The Emperor considers that the British Volunteers are a most efficient body, and that it would -be a good investment to spend more on them.
