Government Notices. ARCHITECTURAL- DRAFTSMEN.—Competent Architectural Draftsmen are required for the Provincial Engineer's Department. Address, by letter to his Honor the Superintendent, with testimonials, until 4 o'clock'of the 28th inst. [Dunedin, June 3, 1862. T3OYALMAIL STEAM SERVICE BETWEEN A\> MELBOURNE and DUNEDIN—TENDERS will be received at the office of his Honor the Superintendent of the Province of Otago, Dunedin, New Zealand, until 4 o'clock of Monday, the 7th day of July, 1862, from parties willing to CONTRACT to perform the undermentioned,SEßVlCE, by powerful steam vessels, under the penalties aftermentioned, for 12 months, commencing by taking up the mails in August:— 1, To leave Port Chalmers with the New Zealand Mails direct for Melbourne, and put the same on board the English mail steamer there, tender to state the number of days or hours the steamers will require to leave Port Chalmers before the hour fixed for the depature of the , English steamer from Melbourne, but seven days is considered, a reasonable time. 2. To leave Melbourne with the English Mails direct for Port Chalmers immediately after its arrival; but in the event of its arrival before it Im comes due, the time shall only be calculated from the date of its being due. Tender to state how many days or hours the steamer will require to perform that service, but six days it is considered should lie sufficient. Tender may state subsidy required if sendee performed within a certain given time, and subsidy required if a longer time is taken, in order that the Government may be .able to determine wliich to accept. Should a steamer or other vessel from any of the ports of the province of Southland with or for mails be making for coming alongside of the mail steamer when passing any of the said ports of Southland, the said mail steamer shall stop and receive and deliver such mails, or do either, as the case may: be. The steamer shall be bound to carry both ways all mails offered. The subsidy to be paid by equal portions monthly. Penalty for each and every failure to perform the up seivice complete, the amount of thasubsidy foi the month, and in addition thereto a Sign'letiual tc one half more. i: i' : Penalty for each and every failure to perform the down service complete, within 144 hours after the arrival of the English mail steamer, £2 per hour ovei and above a further penalty of £100 if the delivery bs beyond 10 days. The time required for putting the mail on board the Otago steamer not to be reckoned. The penalties will not bo enforced, provided it be found to the satisfaction of the Provincial Government of Otago that the delay was occasioned by stress of weather or unavoidable accident to the steamer. The steamer shall -not be bound to remain at Melbourne longer than four days after the mail is due.. ■ provided its arrival is not telegraphed, but tender tc state what additional subsidy (if any) would be required to remain in every case untilits arrival. The material used is left to he suggestion of thi Architects, —stone foundation being in any case indispensable, and well raised above the ground-line. Tne drawings required will be a black plan, showing sewage and water drains; a plan of each floor and a roof plan, at least two elevations and two sections—all drawn to a scale of 8 feet to an inch ; also a perspective view finished in outline—Sepia, Indiai: Ink, or Pencil—no view in colours will be admissible. Thedrawings to be accompanied by a specification oJ a general character, and an approximate estimate oi the cost of the whole; and the part proposed to be first 'bniit. The Provincial Government offers the sums of £10( and £50 respectively, for tbe Vest and second hesl designs, which, in the opinion of their advisers maj be most worthy of such premiums. Respecting Deserters from the Army and Navy.. Attorney-General's Office, •: Auckland, sth April, 1862. FREQUENT instances having .-.occurred of Desertion from Her Majesty's Sea and Land Forces in this Colony, Notice is hereby given, tbat the most rigorous proceedings will be taken against any person enticing away, harboring, concealing, or employing Deserters. The enactments relating to the above offence are subjoined for information. FRANCIS D. FENTON, Assistant Law Officer. CLAUSES OF IMPERIAL ACTS RELATING TO DESERTERS. Naval Desertion. 10 and 11 Vict., chap. 62, sec. 11. ' And be 'it enacted, That every person who, bywords or any other means whatsoever, shall persuade any person in Her Majesty's Navy to desert, or improperly absent himself from his duty, shall forfeit and! pay the sum of twenty pounds for levery such act; and every person who shall assist or procure any person in Her Majesty's Navy to desert, or improperly absent himself from his duty; or shalLcoriceal employ, or continue to employ any person .^belonging to Her ATajesty's Navy, who shall be a deserter, or improperly absent from bis duty, knowing him to be such a deserter, or so improperly absent, shall forfeit and pay the sum of thirty: pounds for every such assistance, procurement, concealment, employment, or continuing of employment, as aforesaid.'' Marine Desertion. 21 Vict., cap. 7, sec. 54. " Any person who shall, in any part of Her Majes:y's dominions, by words or any other means whatsoever, directly or indirectly, procure any Marine to desert ; or shall by words or by any other means whatsoever, attempt'to procure or persuade any Marine to desert; and any person who, knowing that Marine is about to desert, sliall aid or assist him in deserting; or, knowing any Marine to be a deserter, shall conceal such deserter, or aid or assist such deserter in concealing himself, or aid or assist in his rescue, shall be deemed guilty of, a misdemeanor, and shall, on conviction thereof, be liable to be punished by fine or imprisonment, or both, as the Court before which such conviction shall take place may adjudge." Military Desertion. 21 Vict., cap. 9, Sec. 88.. " Any person who shall, in any part of Her Majesty's dominions, or by any means whatsoever, directly or indirectly, procure any Soldier to desert, or attempt to procure or persuade any Soldier to desert, and any person who, knowing that any Soldier is about to desert, shall aid or assist him in deserting: or, knowing any Soldier to be a deserte, shall conceal such deserter, or aid or assist such deserter in concealing himself, or aid or assist in his rescue, shall be cieemed guilty of a, misdemeanor, and shall, on conviction thereof, be liable to be punished by. fine or mprisonment, or both, as the Court before which uch conviction shall take place may adjudge. -VTOTICE.-Mr. Edward Ffrancis Ward, Solicitor _1M has removed to corner of Princes-etrset and Jetty-street.
