(reuter's telegram per press ASSOCIATION 1 Cape Town, August 31,' A considerable deficiency has been discovered in the stamp account at tho General Post-office, Natal. The position of affairs in the Bjisuto land remains much the same. T( le friendly chief, Letsie, appears to not have the power or inclination to enforce tho Disarmament Act. The Government are! only supporting him by moral force. The Cape Mounted Rifles are still on the border, and have not yet crossed it. The Premier arrived at Maseru im Basuto Land, and a " pitso" is abotit to. be held, but it is not considered likely that the rebel chief Masuph will attend. The Government do not like to make a demonstration in force so long as there is a hope of a pacific settlement.
There is universal regret in South, Africa at the recall of Sir Bartle Frore who, in reply to a telegram acknowledging an address of sympathy from NatiS says, that if his labors resulted in anything to render life and property in Natal more secure, he will not regret the trials and disappointments attending his efforts. Another new rush is reported on the diamond fields. Claims are now in demand.
The Educational Commissioners' report, is favor of teaching Dutch in thei colonial schools.
