BOROUGH COUNCIL.

The fortnightly meeting of the, Borough Council was held last evening <vhon thore were present—the Mayor, an d Mosara Mainland, Smith, Headland, Townsend' Roberts, and Humphrey. '

The minutes of previous meetings wore read and confirmed, ;uid the outward correspondence read and approved. Mr. P. Mullin wrote stating that ho had finished the laying of pitchers at tho reservoir, that a considerable amount of work had to be done to complete it, and offering to complete the work. Referred to Watery/orks Committee with power to act.

A letter was read from Mr. Jas. Udall, with reference to a right-of-way to his now store in Tvne-street, and apologising for not making an earlier application. He understood that the necessary permission had been obtained. Permission granted, provided drays are not allowed to stand on the footpath, right-of-way to bo metalled or asphalted.

A letter from Mr. D. Borrie re alleged agreement to provide him with a watorpipe was referred to the Waterworks Committee for report. Messrs. Millington Bros., of Hensley, Papakaio, wrote drawing attention to water flowing from the race over a paddock recently sown with wheat, designating it a. compulsory and ill-advised system of' irrigation enforced upon the settlers of' this locality ;" and asking assessors to bo appointod to estimate damage. It wasresolved, " That the Council do not consider that the writers have any clainn against the Corporation." Mr. L. W. Clarke, contractor, wrote complaining that another man had started on a portion of his accepted tender for boxing, dated Feb., 1879 ; that a quantity of work, which belonged to his contracts, had been p\it in by other labor ; and tlmt he had not yet received a reply to his letter dated April, 1880, setting out a, claim for L 197, " for work done by others,, but belonging to my contracts." Heroquested all moneys to be paid him by 12! o'clock noon on Monday next, 23rd inst. „ as business calls him to another province. Both letters were referred to the Waterworks Committee for report.

The Town Clerk of the Dunedin Council wrote asking for information with reference to the amount in the £ of rates paict in Oamaru, enumerating each rate separately ; also, amount of valuation of the.' borough, and price paid per 1000 ft fop gas. Tho information will be supplied, and the Town Clerk of the Oamaru Council will write for similar information to bo sent to this Council from Invorcargill, Dunedin, Timaru, Christchurch, Ashbnrton, Wellington, 'Nelson, New Plymouth, Wanganui, and Auckland.

Six tenders were received for the erection of a bridge to the valve tower, at tho reservoir. It was resolved that the consideration of these tenders bo remitted to the Waterworks Committee and Mr. Sandison, Acting-Engineer, with directions forconsidering tho advisableness or of curtailing the proposed length of tha bridge and making other alterations ini quality of timber, &c., with a viow to economy.

The following report of the Waterworks Committee was read and adopted : Re Mr. Robson's application to have a bridge across the race near Mr. Forrester's property, your Committee cannot recommeud that the application be entertained at present ; the Acting-Engineer has been instructed to make further inquiries and roi port. Your Committee have to report thafc„ having called for tenders for the re-scrowing up of Frew's aqueduct and other work as per 'specifications, the tender of C. Day, at L 75, was accepted. Aa regards Mr. Clark's letter, calling the attention of the Council to the contract lot for boxing at Peebles, your Committee find that Mr. Clark has no ground for complaint;, and, with reference to his letter of April, ISBO, your Committee recommend that M».. Clarke be written to stating that the Council! cannot entertain his letter. Your Committee have instructed the-Acting-Engineer to have the hole on MrPeattie's land filled in. Your Committee would recommend that Mr. Tweedle be paid 24 per oent. on tho amount paid by Mr. Anderson for tho plant to tho contractors in England.

The Finance Committee reported recommending the Council to grant L4O to the funds of the Oamaru Fire Brigade. On the motion of Councillor Humphrey, seconded by Councillor Roberts it was decided that lhe Council should .take over the Fire Brigade's plant, and Councillors Headland, Smith, and Humphrey were, appointed a Fire Brigade Committeo. Accounts were passed for payment as follow —Waterworks, L 3097 14a 9d 5 town accounts, salaries, and lis 44 ; gasworks, L6l 5s 4d.

Ths report of the Reserves Cjoramittoo jwas road detailing the tortus on which 1 Mr. J. C. Black was willing to give uj> a portion of his leased land for the use of the Excelsior Cricket Club, and rocommonding that only- the land absolutely roquired for the cricket ground should taken. Attention was drawn to a leakagefro«\ Mr. Hassell's water-pipe, and o. recommendation made that Mr, Haseell 'should be requested to attend to tlio. matter; also, that the railway authorities, should be requested to repair the feticft between the garden and the railway.— The report was adopted.

It was decided to instruct the solioitora to havo the conveyance at once completed of the two acres of bluestona quarry, at the head of Chelmer-stroot, agreed to be purchased through Mr. C. Si Allen.

It wa3 resolved to hold a special moot* ing next Thursday evening to consider proposed by-laws. The Council then rose.
