ANOTHER FINANCIAL POLICY.
(by telegraph. ) Wellington July J2, Mr. W, A• Murray has notice of his intention to move in the Hquso of Representatives on Wednesday 1. That subject to approval and confirmation by Parliament, .Government should .invite offers for the purchase of a half-interest in sub-sections of tho public railways from
time to time as it; may be considered for the .public advantage to deal with on tho following terins :—2. Purchasers to work such railways, and to havo all profits thereon up to L 5 per cent, on the prico paid by them, thereafter the profit up t 0 L 7 per cent, to be yearly divided with the Government. 3. Government to have the right to regulate freights and fares and inspect and audit accounts by a Board properly constituted. 4. Government to have right to re-purchase at a valuation any such half interest at any time after three years from time of sale thereof by Government. 5. That from the names so received Government is to advance to corporations or individuals half the expenditure for constructing and completing such railways as may from time to time be orthorised by and under sufficient safeguards and tations as to cost and otherwise, and the same terms and conditions as ard stated in paragraphs 2, 3, and 4. 6. That the corporation constructing railways under paragraph 5 through Crown and native lands should have special privileges of purchasing for purposes of settlement.
