The Great Powers have come to an understanding, and have written a letter to Turkey in regard to the non-execution of the Treaty of Berlin. So far as it relates to Greece and Montenegro, the Great Powers - threaten that a European Conference will be held at Berlin in July, failing a speedy settlement of the existing difficulties. May 24.
