Per Albion at Hokitika. (special to the melbourne argus.) London, March 3. , The Times, in referring to the overthrow of the Berry Ministry, says that it -resulted from the popular revolt against an extravagant and domineering policy; that the electors have condemned, not only the Reform Bill, but the whole proceedings of the Government. The Times hopes that the majority will now make a good use of the present opportunity to at once settle the reform question and render dead-locks impossible. The papers generally express special satisfaction at the rejection of Sir Bryan O'Loghleiij and the Standard says that he has been thus punished for his tampering with disloyalty.

The gravity of the situation in Russia is attracting great attention in Europe. The increased severity of the laws against treasonable acts have only developed greater daring on the part of the Nihilists. The Czar declines the advice of his Ministers, who counsel moderate measures and the granting of a constitution in order to allay the popular excitement. It is believed that the abdication of the Czar can alone restore public confidence. The Duke of Edinburgh has undertaken the task of submitting that proposal to the Czar, and has gone to St. Petersburg for that purpose., It is intended to hold a conference of the members of the Imperial family to deliberate on the course to be pursued, having regard to the existing state of things in Russia.
