(reuter's telegram per press association. ) London, January 15. Wool active ; arrivals, 40,000 bales. January 16. The First Lord of the Admiralty stated at a Conservative meeting at Sutton that the Afghan policy was to adhere to Gandamak, to avoid annexation, and by holding strategical positions to secure influence.
A serious railway collision took place to-day at Ormskirk, Lancashire, by which seven persons were killed, and thirty seriously injured. Reports have reached here of renewed fighting between the Turcomans and Russians. The latter, it is said, have been defeated, and been compelled to abandon Tchikislar, the place from which a Russian expedition to the Turcoman country originally started. Three per cent, consols, 97§ ; Adelaide wheat, per 49Glbs. (ex warehouse) 58s 6d ; Australian tallow —best beef, 36s ; best mutton, 39s 6d. Tenders for the Wellington waterworks loan of L 130,000 were opened to-day. The total subscriptions amount to L 500,000. The tenders at LlO3 16s will be received in full, and those at LlO3 15s 6d will be accepted to the extent of 65 per cent. Paris, January 16.
The new French Ministry has announced its programme for the present session. Measures for the control of the Press and a new Education Act in place of M. Ferry's Law are to be introduced. Changes are also to be proposed in the Customs laws. Calcutta, January 16. General Bright reports having attacked and dispersed the Mohinund branch of the Kokistanis at Albuhan, with serious loss. The British loss was trifling. Beriji?, January 10. Germany has complained to Russia in consequence of the affray between German and Russian officers at Kalisch. During a political discussion at dinner, ending iti a wrangle, at St. Petersburg, a nobleman nearly killed the editor of a newspaper in a duel. There are nightly riots at Pesth, in consequence of the attacks of the populace on the Nobleman's Club. Several have been killed and wounded. Cairo, January 6. The Comptroller has made a report on finance to the Khedive, who has accepted his recommendation'. The Comptroller is arranging the organisation of the department. St. Petersburg!!, January 16.
The Russian Government, in replying to the representations of Germany, has officially denied the reported affray betwesn Russian and , German officers at Kalisch, and also denied the statement made regarding the mission of the Russian troops on the German frontier. Bombay, January 16.
Ifc is officially announced from Cabul that the appointment of General Sir Frederick Roberts as Military governor of the city has been abandoned, in order to give confidence to the Afghan? that England desires a peaceable settlement of the affairs of the country. Wqli Mohamed has been appointed Administrator of the City of Cabul.
(SPECIAXi tO THE MELBOURNE AGE.) London, January 17. The British defeated the Afghans at Dared. The Cologne Gazette declares that hostilities with Russia and Germany are possible, and likely to inyolve England, France, and Austria. The Times declares that the Berry embassy was wholly inexcusable. The Pall Mall Gazette contends that Mr. Berry signally failled to carry out his Liberal programmee, disappointed friends, aud disgusted nearly all of his supporters. M. Freycinet's policy is described as colorless. The Russians defeated the Turcomans at a village on. the river Attrek. The latter were finally compelled to seek refuge in Caspian ships by abandoning their war material.
