Mohamed Itrahura Khan, with the dignitaries of Yakoob Khan, has given in his submission to the British Government. The district of Badakshan has revolted from Afghan authority. (.SPECIAL TO MELBOURNE ARGUS.) London, May 5. The Daily News has reason to believe that the Prince of Wales will visit Australia during the Exhibition, though he will not be present at the opening. Sir Michael Hicks-Beach, in a despatch in reply to Mr. Berry, examines all the reform schemes, and suggests that the readiest way to overcome the difficulty would be to make the Council dissolvable equally and at the same time as the Assembly, and recommends that in the conduct of business both Houses should act as in England, and that where popular feeling repeatedly approves of the particulars of a measure, the Council should yield. (SPECIAL TO MELBOURNE AGE.) London, May 5. Sir Michael Hicks-Beach suggests that the result of an appeal to the country be final, and advises the Houses to adopt a joint order, limiting the powers of the Council financially. It is rumored that Sir. Badcock resigned, as he contemplated succeeding Mr. Larnach as Managing London Director of the Bank of New South Wales.
