MUNICIPAL COUNCIL.
The ordinary fortnightly meeting of the Municipal Council was held last evening, when there were present—His Worship the Mayor, Councillors Familton, Gibbs, Headland, Humphrey, Mainland, Procter, and Spence. Mr. C. R. Glass having applied fc,r permission to erect a house oii a reserve in his ocoupatiqn, the Town Clerk was directed to reply that the Council were prohibited by Act from permitting the erection of any permanent buildings on reserves, Mr. J. Johnston obtained permission to erect a parapet wall on the property of Mr. D. Sutherland, in Tyne street. An application from Mr. D. Miller for permission to put a box-drain along the channel, at one of the right-of-way crossings in Thames street, warj referred to the Engineer, v>'ith p.o,wer to act. Messrs, jS'ewtpn and Mirams, on behalf of Mr, Hargraves, wrote stating they had been informed that tho Council intended to take possession of two cottages erected by the late contractor for the waterworks on Mr. Hargraves' property,, and that such cottages were claimed by the latter in accordance with an arrangement between him an Mr. Henderson. The letter was referred to the Engineer. Tho Clerk \o the Kakanui Road Board wrote asking what sum the Council would require for a free title to a portion of section 42, block VI., required for road purposes. After some discussion, it was decided to reply that the Council would sell the land for L 5, tho Board to pay compensation to tho lessees. Mr. D. Heron's tender (L3G 0s 2d) for earthwork in the extension of Chelmerstreet was accepted. The following report from the Reserves Committee was read and adopted : Your Committee have the. honor to report that they have carefully considered the letter from the Under-Secretary for Crown Lands, of date January 24, 1579, and have also consulted the Corporation solicitors thereon, and recommend as follows : 1. That as regards the Market Reserve, as described in the Oamaru Town Resta'ves Management Ordinance, 1572, application be made to have the same gazetted as vested in the Council, under section G (jf the Public Reserves Act Amendment Act, 1878. 2. That as regards Recreation Reserves A, B, G, D, E, and F, and Esplanade fronting the beach, described in the Oamaru Town Reserves Management Ordinance, 1572, application be mado to have them gazetted as vested in the Council, under section 11 of the Public Reserves Act, 1577, excepting from Reserve A, the area granted to the Dock Trust, and tho continuation of Wharf and Tyne streets, and from Reserve D, the area granted to the Hospital, and the portion proposed to be taken tuv road-iine in continuation of C'helm«r street, and from tho Ji'spianade the portions since granted to the Harbor Board and for gasworks, the Engineer to be instructed to prepare a description of the correct boundaries of the portions of A and D and of the Esplanade to be vested in the Council. 3. That, should it bo found necessary to obtain special legislation for the purpose, a Bill be prepared, to be introduced next session, as suggested by the UnderSecretary i'o.r Crown Lands, to vest absolutely in the Council the municipal sections enumerated in the schedule to the Oamaru Reserves Ordinance, 1805, the sections obtained by exchange from the Education Board, sections 0, 7, 8, and 9, block XXV., now reserved for a slaughterhouse site, and block XCVI., for purposes of public utility, with leasing powers, as provided by the Municipal Corporations Act, IS7O. Ycur Committee are, however, of opinion that it is possible that the object desired to be gained may be effected by Qrdur-inrOpunoil under the Public Reserves. Act Amendment Act, 1878, and recommend that the Hon. the Minister for Lands, on his approaching visit to Oamaru, be interviewed on the subject. 4. That, failing the portion of block XGV. fronting on Thames-street which has been applied for, block XXXI., and tho Capo B,ush Reserve, being prior to the session gazetted as intended to be granted to the Municipality, the said lands be included in the schedule to the Bill. 5. Your Committee further report that those of their number who were appointed a deputation to the Kakanui Road Board waited upon that Board this day, and that the Board is willing to compensate the Council for the area taken for the purposes of a district r.qad on the northern corner of section 42, being part of 1 of 4, block VI., Oamaru, G. Your Committee think it desirable that notices be issued under section 179 of the Municipal Corporations Act, 1876, of the intention to take the land recpviired to enable deviation of Test-street and the continuation of Wharf and Tyne streets to be permanently dedicated as public roads. Accounts to the amount of L 1432 15s were passed for payment. The Mayor having referred to the necessity for a new channel for the reserve in Chelmer-street, the matter was referred to the Public Works Committee, with power to expend not more than L 35 on the work. The Council shortly afterwards rose.
