LATEST HOME AND FOREIGN NEWS. (special to press agency.) London, Dec. 3. A message from the President of the United States promises that an investigation will be held into the electoral returns frauds in the Southern States. He deprecates any change in the existing legislation. It is generally reported that the Russian Ambassador at Constantinotle has informed the Grand Vizier that the Russian! would hold Adrianople, Thrace, and other important points until the departure of the British ironclad squadron. The Canadian new i per cent, loan of three millions is assured. Half the loan is guaranteed by the British Government. Parliament will probably dissolve in January. The Viceroy's telegram re the evacuation of Jellahabad is confirmed. No Afghan troops are nearer the Khyber Pass than Cabul. St. pETEßsnrrßGir, Dec. 3. The Emperor of Russia is visiting Moscow. In a speech he made he hoped a definite treaty of peace would be concluded shortly.
