London, Dec. 4. Persia being suspicious towards Afghanistan compels the Ameer to keep a large force at Herat and elsewhere to check a probable invasion. The Ameer's operations against England are consequently hampered.

Sydney, Dec. 4.

An anti-Chinese mob stormed the Chinese factories last night, and endeavored to burn them down. The police were resolute and active. Four thousand accompanied the deputation. The streets were crowded with thousands until past midnight. The seamen to-day rejected the Company's proposal to pay the demands of three hundred Chinese who were engaged at Hong Kong, and are reported to be earning to Sydney. The eompromiw has ended, and ths Union is commencing operations, the development of which is feared.
