Russia is urging Roumania to sign a convention contrary to the treaty of Berlin, granting the Russians a passage for the next two years. October 11 (night). The Czar replies to the Emperor approving of the situation in Roumelia.

Alumusjed has been captured by the British after the Kyberess were in possession, but were driven out by the Afghans. Russia insists upon occupying Roumelia till the indemnity is paid, also upon occupying all principal forts. The Roumanian agreement excites opposition to Europe.
